來自哈爾濱，惡名昭彰的「黑龍派」聚集了大量中國邊境朝鮮族出身的打工者、非法滯留者，在2004年大舉入侵韓國首爾，是以張晨（尹啟相飾）為首的新興犯罪組織，張晨素以殘暴無良聞名，為錢無惡不作，快速威脅各區原有勢力，望制霸韓國。首爾一時間陷入黑幫恐慌之中，而此時以鐵拳聞名，一天就能處理一整區罪犯的怪物刑警察－馬錫道（馬東石飾），錫道為了掃蕩被地下勢力入侵的首爾，展開特殊行動，誓言將黑龍派一網打盡，給他們最痛快的一擊.。Grace is a young woman whose life has been turned upside down by tragedy.
