Randy Bowers comes to town and is framed by Matt the Mute, who is working with the sheriff, who doesn't know that Matt is really a criminal. Matt the Mute writes out everything he wants to say. Randy escapes with the help of Sally Rogers, the niece of the dead owner of the bar. Bowers runs from the sheriff, and ends up in the cave in which the bandits have their hideout. They kidnap Sally, who escapes with the help of Bowers. Matt the Mute is killed when he enters the bar, which is filled with explosives, and the niece marries Randy.。1960年代，香港。高楼林立的后面掩饰不住贫民窟的寒酸破败。由于一小孩被老鼠咬伤，不几日鼠疫蔓延开来。刚开始并未引起当局太大重视，随着入院就诊人数逐渐增多，卫生署派人到贫民区发药灭鼠，怕引起市民恐慌，宣布鼠疫并没有大面积流行。但每日增加的住院病人令当局重视起来，组织医务人员研制疫苗，不过为时已晚，连日出现病人死亡，不少有钱人举家逃往海外。普通贫民则相信迷信，求符消灾。一时间，店铺纷纷关张，机场封闭，个别奸商借机大发横财。当局由于决策被动，造成全港人心惶惶。就在大家感到绝望之机，新型疫苗研发成功......。
